Following the debacle in 1998, Clemente persisted as the national coach, but his position became untenable after a 3-2 defeat against Cyprus. Renowned forward from the 1980s, José Antonio Camacho, succeeded him. Under Camacho's leadership, the team won the next seven games, scoring an impressive 40 goals in total. One standout victory was a 9-0 thrashing of Austria, with Raûl netting four times. However, their start at the European Championship in the Netherlands and Belgium was rocky. Spain suffered a defeat due to a blunder by goalkeeper José Francisco Molina, who ventured too far from his goal, allowing Steffen Iversen to score uncontested. Molina never represented Spain again after this incident. Despite a win over Slovenia, Spain needed Yugoslavia to win their match as well. In injury time, Spain found themselves trailing 3-2, but a converted penalty by Gaizka Mendieta and a goal by Alfonso secured their place in the quarterfinals. In the quarterfinals, Spain was awarded a penalty in the final minute while trailing 2-1 against France. However, Raûl's penalty shot sailed over the bar, leading to Spain's elimination from the tournament.
