After the core of the team wrapped up their careers, a challenging period ensued during which they failed to qualify for the 1988 European Championship, as well as the 1990 and 1994 World Cups. France was also eliminated early in the 1992 European Championships. It wasn't until the 1996 European Championship that the Équipe Tricolore made significant progress in a tournament again, defeating Spain, Bulgaria, Romania, and the Netherlands, although they fell short of reaching the final against the Czechs. Nonetheless, coach Aimé Jacquet had already begun to build the foundation of the team that would go on to win the World Cup two years later. The 1990s also saw a notable shift that boosted performance: an increasing number of international players began joining clubs in neighboring countries with stronger leagues, starting with Italy, followed by England and Spain. In contrast, regular players from across the Rhine were seldom attracted to the Bundesliga, with Bixente Lizarazu being one of the first in 1997.
