After Taylor's departure, Wimbledon manager Dave Bassett was brought in as his successor, while England winger John Barnes was sold to Liverpool. Following just 4 wins in his first 23 league matches, Bassett was dismissed in January 1988. At the time of his exit, Watford was at the bottom of the First Division, and Steve Harrison was unable to prevent relegation by the end of the season. In 1988–89, Harrison's Watford team failed to secure promotion back to the First Division after losing in the Second Division play-offs. However, the under-18 team triumphed in the FA Youth Cup, defeating Manchester City 2–1 after extra time, with future England international David James in goal for the Hornets. Harrison left in 1990, and in the following years, Watford's closest approach to promotion was a seventh-place finish in Division One during the 1994–95 season. However, in the next season—Glenn Roeder's third as manager—Watford faced significant challenges.
