Despite sharp criticism, Taylor remained the national coach. The qualification campaign for the 1994 World Cup began with a disappointing draw against a defensively strong Norway, who equalized through Kjetil Rekdal just before the final whistle. By the penultimate match, England and the Netherlands were tied on points, trailing behind the already-qualified Norway. The decisive match took place at De Kuip in Rotterdam. In the second half, Ronald Koeman fouled David Platt outside the penalty area, but referee Assenmacher did not issue a red card. Minutes later, Koeman scored from a free kick, putting England behind. Although Paul Merson hit the post, Dennis Bergkamp later sealed the game for the Netherlands with a 2-0 victory. England's hopes rested on a Dutch defeat against Poland, but the Netherlands won 3-1, leading to Graham Taylor's resignation.
